Vehicle Repair and Replacement Assistance Program (VRRAP)


Purpose of the Program

The Weber-Morgan Health Department (WMHD) was recently awarded a $1,219,911 grant by the Environmental Protection Agency (EPA), which is called the Vehicle Repair and Replacement Assistance Program (VRRAP). The purpose of this program is to provide financial assistance to low-income owners of vehicles that fail an emission test. Through the VRRAP, qualifying low-income individuals will be offered financial assistance to either repair the vehicle or replace it with a newer, cleaner vehicle.

Procedures for Vehicle Owners to Obtain a Repair Voucher (2004 or newer)

The Weber-Morgan Health Department (WMHD) will issue qualifying vehicle owners up to $1,000 towards emissions-related repairs. The benefits will be set on a sliding scale based on how the vehicle owner’s household income compares to the federal poverty level. Table 1 outlines the sliding scale assistance guide.

Table 2 outlines the current Federal Poverty Guidelines and the household incomes that will be used to determine a vehicle owner’s eligibility for the VRRAP. Income will be determined by using the Adjusted Gross Income (AGI) on the most recent Federal Income Tax form.

*Each household member counts as a dependent. For example, a household with a husband, wife, and child has 3 (three) dependents.

In addition to meeting the income requirements, the vehicle and vehicle owner must meet the following requirements:

  • It must be a model year 2004 or newer. Replacement may be an option if the failed 2004+ vehicle is a Tier 2 Bin 5 or lower EPA rated vehicle.
  • It must have failed an emission test as required by the WMHD.
  • It may not have a tampered emissions control system.
  • It must be currently registered in Weber County, or be able to prove it frequently travels to Weber County (ie. Weber State student, full-time employment in Weber County, etc.)
  • The vehicle must have been registered in Utah in compliance with UCA §41-1a-202(3)  for at least 12 months preceding the application.
  • Vehicle owners are responsible for any charges that exceed the approved assistance amount.


Procedures for Vehicle Owners to Obtain a Replacement Voucher (2003 or older)

The Weber-Morgan Health Department (WMHD) will issue qualifying vehicle owners up to $6,875 towards a vehicle replacement. The benefits will be set on a sliding scale based on how the vehicle owner’s household income compares to the federal poverty level. Table 1 outlines the sliding scale assistance guide. The maximum assistance amount is for zero-emission vehicles only.

In addition to meeting the income requirements, the vehicle owner must meet, the vehicle being replaced must also meet the following requirements:

  • It must be a model year 2003 or older.
  • It must have failed an emission test as required by the WMHD within 30 days of the application.
  • It must be currently registered in a county located in the Salt Lake City, Utah nonattainment areas or regularly operate within the nonattainment area. (Weber, Davis, or Salt Lake County)
  • It must be have been registered in Utah in compliance with UCA §41-1a-202(3)  for at least 12 months preceding the application.
  • It must be driven under its own power to the participating VRRAP dealership.
  • Vehicle owners will not receive any trade in value, as their vehicles will be crushed and recycled. Additionally, the VRRAP is not intended to cover the entire purchase price of the vehicle. It is the responsibly of the vehicle owner to secure the remaining funding to complete the purchase.
