Brian Cowan

Health Officer/Executive Director

Brian Cowan has Bachelor’s Degree in Zoology from Weber State University and a Master’s of Public Health Degree from Westminster College. He has been a Licensed Environmental Health Scientist with the State of Utah since 1993. Brian has spent most of his career in the Environmental Health Division, specializing in the onsite wastewater and air quality programs. He has also spent time working in the food service, swimming pools, drinking water, institutions, emergency response and solid and hazardous waste programs. Presently, he is now serving as the new Health Officer and Executive Director of Weber-Morgan Health Department. Before becoming our new Health Officer and Executive Director, Brian served as our Health Administration/Deputy Director.


Michela Harris

Deputy Director

Michela Harris received her Bachelor of Science in Criminalistics from Weber State University and her Masters of Public Health Administration from Western Governors University. She has worked as an Environmental Health Scientist for the last ten years for both Weber-Morgan Health Department and more recently the Utah Division of Water Quality. She will now serve as our new Deputy Director. Michela was raised in the Upper Ogden Valley and loves working and playing in the Weber and Morgan areas.


Scott Braeden

Environmental Health Director

Scott has worked for the Weber-Morgan Health Department since 2006 and has been a Licensed Environmental Health Scientist since 2009. Prior to becoming the EH Director he had the opportunity to work in the majority of the Environmental Health Programs. He received his Bachelor of Science degree from Weber State University in 2004.


Bryce Sherwood

Community Health Director

Bryce has worked at the Weber-Morgan Health Department as a health educator for 12 years. He also worked at the Utah Department of Health in the Tobacco Prevention and Control Program. He received his Bachelors of Science in Health Promotion and Human Performance and Masters of Health Administration from Weber State University. Bryce is passionate about the mission of Health Promotion: Empowering the community to improve health, wellbeing, and quality of life.


Lekelsi Talbot

Clinical Nursing Director

Lekelsi has worked for the Weber-Morgan Health Department since 2015. She moved here to Ogden to go to Weber State University and graduated with an Associates Degree of Nursing in 2013. She received her Bachelors Degree of Nursing & Psychology in 2017 from Weber State University. Her specialty while at the health department has been Sexually Transmitted Diseases and Immigration. She is also certified as a Disease Intervention Specialist. Of all the nursing profession she has served in, serving in public health is by far her favorite and says is the most rewarding and fulfilling.


Jarelyn Cox

WIC Director

Jarelyn has worked for the Weber-Morgan Health Department WIC program since 2008. She received her Bachelors of Nutrition and Food Science from Utah State University and completed a Dietetic Internship with Emery University Hospital. Jarelyn has worked for WIC as Registered Dietitian and Internationally Board Certified Lactation Consultant and is now serving as the WIC Director. She loves carrying out the mission of the WIC program to provide nutrition and breastfeeding support to lower income families.
